The Blackheath Station Car Park – Major Development Proposal

Planning Reference: DC/25/139604

Projected Start Date: August 2025 (subject to approval)

Estimated Duration: 2 years


The proposal involves the construction of three buildings ranging from 3 to 5 storeys in height inside the Blackheath Conservation area, comprising:


  • 45 residential units (Use Class C3)
  • Flexible commercial, educational, and non-residential institutional spaces (Use Classes E and F1)
  • Provision for a weekly farmers’ market
  • Landscaping works including a new public square, cycle and car parking, plant infrastructure, and ancillary works

Block A

  • Ground floor commercial unit (illustrated as a café / bakery in visuals)
  • 5 residential apartments: 2 each on floors 1 and 2, and 1 penthouse on floor 3
  • Height: 4 storeys - top of 3rd floor parapet 13.35m. Top of 2nd floor parapet 10.85m. Both on south or east sides.

Block B

  • Terrace of 20 x 3-storey houses with roof terraces (additional height due to solar shading)
  • Faces existing properties on Collins Street
  • Height: On north side, top of roof terrace slab 8.9m, roof terrace balustrade height 10.0m, top of roof pergola 11.2m. On south side, top of roof terrace slab 9.9m, roof terrace balustrade height 11.0m, top of roof pergola 12.2m.

Block C

  •  5-storey mansion block
  • Comprises 20 apartments
  • Height: Top of 4th floor parapet on south side 16.7m. Top of 4th floor parapet on north side 16.1m
  • Includes affordable housing provision (22%, pending confirmation)

Parking

  • No resident parking permits will be issued
  • Existing car park: 162 spaces, typically accommodating 45 vehicles daily
  • New development: 17 public parking spaces
  • Estimated 28 vehicles displaced on weekdays
  • Developer’s analysis indicates full parking capacity in the village between 12:30–14:30, likely increasing congestion and vehicle circulation

Farmers' Market present situation

  • Currently operating every Sunday, 10:00–14:00, the market occupies approximately 40% of the car park.
  • All stalls are visible
  • Trader and public vehicles can park on site if charges are paid.



Farmers' Market proposed changes

New layout: ‘Head and tail’ configuration

  • 10 stalls at the entrance
  • Up to 30 stalls along the southern boundary (adjacent to platform 2)


Market setup procedures will change:

  • Staggered vehicle entry from 08:00 via Hurren Close
  • Managed stall set-up in a linear fashion
  • Vehicle exit via Tranquil Vale, over land leased to the cab office (current access agreement unclear)


Parking for on Market Day:

  • No public parking will be available during market hours
  • 8 of the 17 public parking spaces will be reserved for stalls
  • 9 additional spaces available for stallholder vehicles (charged)
  • All other trade vehicles must use surrounding streets
