• Impact on the school or community services
• Risk to the Farmers’ Market

The council cannot consider:

• Personal dislike of the developer
• Loss of property value
• Construction noise or dust (unless it affects safety)
• "NIMBY" (Not In My Back Yard) arguments without clear planning links
